Is she cheating?

One of my friend was in love with a guy. Recently her parents brought a proposal with other guy who is well settled than her lover. She was aware that her lover is not in the position for a marriage now and she told him to marry her soon otherwise she will get married with other guy. Infact she wanted to get married with new guy as he is well settled. Is it cheating instead of avoiding the new proposal? She is taking the advantage of his love.
